About ELCOT
It is a wholly owned Government of Tamil Nadu Undertaking, registered under the Indian Companies Act(1956). ELCOT is the nodal agency for Information and Communication Technology projects for the Government of Tamil Nadu. With a grand vision to make Tamil Nadu the premier IT destination in India, ELCOT excels in three broad areas, namely, IT promotion for the State of Tamil Nadu, IT procurement for the Government of Tamil Nadu and e-Governance excellence within Tamil Nadu.
ELCOT was registered with the Registrar of Companies, Chennai, Tamil Nadu on 21st of March, 1977 to function as a catalyst to promote electronic industries in the state of Tamil Nadu.
ELCOT started its activities as a promotional organization in the field of electronics when the electronics industry required promotion and development support from the Government. ELCOT commenced its commercial operations during the year 1981 by manufacturing Two-way communication equipments , electronic products and components through its own factories. ELCOT also did marketing of electronic products. The Corporation has gone from strength to strength and has grown vertically and horizontally since its inception. It has been running profitably since the year 1988-89.
Since the advent of the Information Technology (IT) revolution in India, ELCOT, with the support of Government of Tamil Nadu, diversified its area of operations from Electronics to Information Technology and started functioning under the Department of Information Technology, Government of Tamil Nadu from 1998 onwards. ELCOT has been providing hand holding support to Government of Tamil Nadu and its Departments, Organizations, Boards, etc. in the area of IT, IT related initiatives and e-governance.
ELCOT is also the optional procurement agency (G.O.Ms.No.58 of FINANCE (BPE) DEPARTMENT Dated:16.2.1999, Letter No.624/MIE.2/99-2, dated 21.10.1999) for procurement of computer hardware and software for Government Departments/Organisations/Boards. ELCOT has been providing services to the Government Departments /Organisations/Boards by understanding their requirement, arriving at the right solution/products and procurement/delivery of these products. ELCOT provides end-to-end IT solution support to Government Departments to improve their services to citizens, to provide transparency and to effect significant reductions in processing times.

Tamil Nadu was one of the first states in the Indian Union to formulate a comprehensive IT policy. As early as 1997, the State Government released an Industry -specific Policy for the IT industry to achieve the goals spelt out in the Ninth five year plan and to focus attention on the IT industry as an engine of growth in the State. However, the pace of change in the IT industry necessitated a revision of this plan. In the year 2002, the Government of Tamil Nadu released a new IT policy geared towards leveraging IT to herald prosperity in the State and to turn Tamil Nadu in to a Knowledge-empowered State.
The advent of the Internet has transformed the world in to a Global village and has ushered in an era of IT-enabled services delivery worldwide. As per the 2002 report of NASSCOM, IT and IT-enabled Services Industry will account for over 7% of India's GDP and 30% of Foreign exchange within a decade. This revolution will also generate over four million jobs in the Knowledge sector (IT and ITES industries). Tamil Nadu is uniquely poised to leverage this great opportunity due to its educated workforce and excellent administration. The Government of Tamil Nadu released an ITES policy in 2005 to highlight the advantages of ITES investment in the state.
Genesis and Evolution of ELCOT

ELCOT started its activities as a promotional organization in the field of electronics when the electronics industry required promotion and development support from the Government. Current Operations of ELCOT
ELCOT is the preferred nodal agency for carrying out major turnkey IT projects of the Government. The completed/ongoing such projects are, production of Electoral Photo identity card (EPIC) & Creation of Electoral roll database, Video conferencing facility at State and District headquarters, modernisation of Police control room, call center for Electricity Board, production of family cards numbering 18 million, production of Farmers cards numbering 8 million, computer education for schools & colleges, computerization of the Registration Department, computerization of land records, computerization of issue of driving license and procurement of colour televisions at a cost of Rs.7500 millions under the free colour television scheme(GO.M.S No.3 of IT department dated 20.06.06,GO.ID No.22 of IT department dated 30.06.06) of the Government.

The Future
ELCOT's Board has approved the widening of the scope of operations of the company to include a large number of allied IT services. The charter of the company is currently being amended to incorporate the following clauses:
- To procure and supply computer hardware, software and other Information Technology related products to the various Departments of the Government of Tamil Nadu, State Public Sector Undertakings, Statutory Boards and other Government Organisations in Tamil Nadu and also for non-Governmental organizations in Tamil Nadu and/or anywhere else in India
- To acquire/configure application software for the various Departments of the Government of Tamil Nadu, State Public Sector Undertakings, Statutory Boards, other Government Organisations in Tamil Nadu and any other corporate body
- To act as a consultant and provide consultancy services in the field of computer software, hardware, Information Technology and Information Technology Enabled Services to the various Departments of the Government of Tamil Nadu, State Public Sector Undertakings, Statutory Boards and other Government Organisations in Tamil Nadu and any other Corporate body either through Tender engagements or directly
- To train the Government officials and others in Information Technology and e-Governance.
- To take up facilities management contracts in the area of IT for Government, Government Companies and other Corporate bodies
- “To develop Information Technology Parks and Special Economic Zones to promote IT related activities either on its own or jointly or in association with any private promoter”
- “To act as an enabler by appointing Consultants for Software Development,Training and Testing.
Organisation
ELCOT comes under the aegis of the Information Technology (IT) Department, Government of Tamil Nadu, The Secretary to Government, IT Department is also functioning as the Chairman of ELCOT. ELCOT has a Board of Directors comprising of senior IAS officers of the Government of Tamil Nadu.

Promotion of IT:

- The Government has relaxed Floor Space Index (FSI) norms to IT Buildings to enable the entry of smaller IT companies

After Chennai, the Government has decided to promote other potential cities in the State and has identified six cities - Coimbatore, Madurai, Trichy, Tirunelveli, Salem and Hosur for development of IT & ITES business. - Invitation for Expression of Interest for Allotment of land in Chennai IT Park
Land Allotment Application
Applications are invited from IT/ITES Companies which have a clear roadmap for Export based business for allotment of land in the above mentioned IT Park / SEZ promoted by Government of Tamil Nadu through ELCOT (A Government of Tamil Nadu Undertaking). Electronic Manufacturing Companies with an export agenda may also apply.
ELCOT has set a standard that its IT Parks will have a six lane roads inside. The IT Parks have been designed with an international eco system such as quality housing, hotel, school, shopping mall, helipad etc.
Application should be accompanied by a statement in a prescribed format. (Download Land Requirement Form. )

Eligibility Criteria
- Should be an existing IT/ITES Electronic Manufacturing Company with minimum of 3 years existence in India / Abroad.
- Only 100% export business.
- Plan of action/time frame for construction and commencement of operations within three years
- Preference will be given to high value added activities and human intensive activities of software development and services.
- Copies of balance sheet, documentary evidence of number and categories of staff employed and turnover to be enclosed.
- applications, duly signed by the authorised signatory, should reach ELCOT's office on or before 25th April 2008.

Allotment will be based on first come first served basis subject to fulfilling eligibility norms. Kindly ensure that supporting document such as company annual reports, balance sheet etc are enclosed.
